By amending the law “Air Pollution Control Act” (4.4.2022), it is obligatory to conduct a preliminary survey on the use of asbestos-containing building materials and report to prefectures and labor standards inspection offices, when dismantling or renovating all buildings or specific structures over a certain scale.
The social responsibility of asbestos surveys is extremely heavy, and it is important to conduct a neutral, impartial and accurate survey in order to accurately and efficiently grasp the actual conditions of use of asbestos-containing building materials.
At our company, specialists in the investigation of asbestos-containing building materials are in charge of safe sampling and accurate analysis and evaluation.
From October 1 2023, investigation by qualified experts will be required.
How to survey asbestos
①Preliminary survey: About all materials, we check if asbestos is used by confirmation of design documents and visual inspection.
②Sampling: When it is not clear that whether there is any Asbestos or not, we collect sample for analysis.
③Qualitative analysis: Depending on the analysis method of JIS A 1481, we check if Asbestos’ weight exceeds 0.1% of the weight of the sample.
④Result report: We report the survey result to prefectures.( Report is required even if there is no asbestos.)

※1）“Building renovation work” is work that makes some changes to the existing materials of the building, and refers to work other than demolition work of the building, such as remodeling, repair, various equipment work, painting and exterior wall repair. Includes those that involve removal, cutting, crushing, polishing, drilling, etc. of a part of the existing building.
※2）It includes repairs and parts replacement when performing regular repairs and open inspections based on laws and regulations.
※3）The works to be reported are as follows. (In addition, the preliminary survey itself is not limited to the following, but all are required.)
